BOGGS, Circuit Judge.

The Michigan Gaming Control Board (MGCB) 1 regulates harness racing, a form of horse racing, in Michigan. In the course of investigating allegations of illegal race-fixing, Michigan horse-racing stewards asked Plaintiffs-Appellants John Moody, Donald Harmon, Rick Ray, and Wally Mcllmurray, Jr. (harness drivers) questions that the harness drivers construed as possibly self-incriminating.
