The petitioners, Barbara and Patrick Montgomery, appeal from the district court’s dismissal of their appeal from the Iowa Department of Human Services denial of their request for a fair hearing on the grounds of mootness. The Montgomerys contend that Iowa Code sections 235A.18-.19 (1985), pertaining to the investigation and determination of child abuse, apply retroactively and control their case.
