This matter comes before the court on a complaint in mandamus brought by two electors of the Township of Peters, County of Franklin, praying that the county commissioners, county board of election, be ordered to submit to the voters of Peters Township at the coming primary election, to be held on September 13,1949, by proper questions, a referendum, concerning the *32granting of licenses for the sale of malt and brewed beverages and for the sale of liquor.
