Petitioner was employed as a principal account clerk for the Unatego Central District (hereinafter the District) for approximately 20 years. Among her other duties, petitioner was responsible for performing secretarial work for the District in connection with five Federal programs, funded through the State, the largest of which is referred to in the record as "Chapter I”. In the past petitioner had received compensation in addition to her normal salary for her work relating to these Federal programs.
