Phillip Bielamowicz appeals the summary judgment rendered in his election contest in favor of Cedar Hill Independent School District (CHISD), its school board members, and its superintendent. Bielamowicz asserts the trial court erred in granting summary judgment because the election laws are unconstitutional, appellees’ counsel had no authority to act on their behalf, and the trial judge did not have an oath of office on file.
