Quinn, Chief Judge:

A divided United States Army Court of Military Review sitting en banc, held that a provision in the Manual for Courts-Martial, United States, 1969, relating to evidence of previous convictions, could not properly be applied to the accused because it had the effect of increasing the punishment to which he was subject over that limited by the 1951 Manual for Courts-Martial.
