The Department of State Civil Service (DSCS), one of the appellees1 herein, states in the introductory paragraph of its appellate brief:

Effective July 1, 1997 the State Civil Servícé Commission effected a structure adjustment to the existing pay plan for state classified employees. This structure adjustment raised the mínimums of each pay range applicable to state classified employees by 4% and raised the máximums of such pay range by 10%.
