ALDRICH, Senior Circuit Judge.

This is an appeal from the district court’s denial of a motion for a preliminary injunction. Plaintiff-appellants are the Rhode Island Minority Caucus, Inc., (the Caucus), a nonpartisan political organization whose primary purpose is to encourage minority group participation in the political process, four named minority individuals who are members of the Caucus, and a purported class of similarly situated persons.
