Women’s Health Link, Inc., wants to advertise its counseling services on buses operated by the Fort Wayne Public Transportation Corporation. The bus operation is commonly called “Citilink.” Citilink refused to allow the advertisements, relying on its advertising policy. Women’s Health Link contends that the advertising policy is unconstitutional, at least as Citilink applied the policy to its request.
