Dear Representative Choate:

This is in response to your request for an opinion concerning the requirement under A.C.A. § 14-55-204 (1987) that "[a]ll bylaws, ordinances, resolutions, or orders for the appropriation of money shall require for their passage or adoption the concurrence of a majority of the aldermen of any municipal corporation."
