This case involves constitutional and state law claims asserted by Roseline Cholopy (“Plaintiff’) in her individual capacity as wife of and as administratrix of the estate of Eric Kromah (“Kromah”). Kromah died in police custody after he was arrested for an alleged break-in. During his arrest, Kromah sustained various injuries, and one of the arresting officers sprayed him with department-issued pepper spray.
