This suit was brought by ap-pellee J. H. Rush against Walker D. Hines, Director General of Railroads, Westheimer Transfer Company, and Westheimer Warehouse Company, to recover the sum of $277.-50, the value of two bundles containing four rugs, one piece of linoleum, and one piece of rubber matting. He alleged that he delivered to Director General Hines at Philadelphia, in the state of Pennsylvania, a certain lot of household furniture, among which were the aforesaid two bundles, to be shipped to Houston, Tex.; that said goods were received and shipped by said Director General, and reached…
