Plaintiff Aronow alleges in her complaint that on December 15, 1921, the Secretary of the Interior issued to one Gordon Campbell an oil and gas prospecting permit covering forty-six 40-acre tracts, or 1840 acres, and that by mesne conveyances she has succeeded to all the right, title and interest, of the permittee therein, is the owner of the permit, and has applied for the issuance to her of oil leases covering the lands.
