Each of them was filed in the Franklin circuit court against the state tax commission and its members, and against the owners and operators of two bridges spanning the Ohio river between Covington, Ky., and Cincinnati, Ohio; the one in the first case in the caption (No. 33019) being exclusively a railroad bridge.
