This lawsuit is between an oil producer and several local governmental agencies of Caddo Parish. The plaintiff, Total Mina-*1089tome Corporation (Total Minatome),1 filed suit against the defendants, Parish of Cad-do (Parish), the Caddo Parish Commission (Parish Commission), and the Metropolitan Shreveport Zoning Board of Appeals, seeking declaratory and injunctive relief.
