MEMORANDUM OPINION

GLEN M. WILLIAMS, District Judge.

Nineteen plaintiffs, all employees of the Russell County Sheriffs Department, filed this complaint on the 28th day of December, 1983, pursuant to 42 U.S.C. §§ 1981, 1983 and 1985, seeking a temporary restraining order to be followed by temporary and permanent injunctions, compensatory and punitive damages and attorneys’ fees, because the newly elected Sheriff of Russell County, Virginia, J. Trigg Fields, did not rehire them. W.H. Price, the outgoing Sheriff of Russell County, had appointed all the plaintiffs pursuant to Va. Code § 15.1-48…
