Bowling Green is a city of tbe third class. By its charter the control and management of the public schools and the property and funds thereunto belonging are. vested in the board of education. (Ky. Stats., sec. *2493462.) Said board is given full power and authority to employ the necessary superintendent, teachers and other officers and employes, to regulate and fix their terms, duties and compensation; it is also given power to purchase buildings or rent any grounds or buildings necessary or convenient for public school…
