¶ 1 This case concerns interpretation of the Health Technology Assessment program (HTA or Act) and, specifically, the impact of the Health Technology Clinical Committee (HTCC) coverage determinations regarding workers' compensation claims in light of the requirements of the Industrial Insurance Act (IIA), Title 51 RCW. As discussed below, we harmonize the HTCC legislation with the IIA. In doing so, we reverse the Court of Appeals and remand petitioner Michael Murray's reimbursement claim to the Washington Department of Labor and Industries (L&I or Department) for a hearing on the merits.
