The City of Philadelphia and its Mayor, John F. Street, question the validity of Act 230 of 2002 1 and have requested expedited preliminary injunctive relief in this Court’s original jurisdiction. Act 230 has been characterized as a “state takeover” of the Pennsylvania Convention Center, and was enacted by the General Assembly in late 2002 and signed into law by then-Governor Schweiker on December 30, 2002.
