As noted by the majority, the principal issue raised in this appeal requires this court to engage in statutory interpretation. Specifically, our task is to determine whether the General Assembly’s 2001 enactment of the National Association of Insurance Commissioners Model Act, as embodied by General Statutes § 38a-702a et seq., entirely replaced provisions of General Statutes § 38a-769 as they related to insurance producers. This appeal further requires us to determine whether the provisions of General Statutes § 46a-80, regarding human rights and opportunities in government employment…
