GINSBURG, Circuit Judge:
Creighton Limited, a Cayman Islands corporation with offices in Tennessee, contracted with the Government of the State of Qatar to build a hospital in Doha, the Qatari capital. Following a dispute over its performance, Creighton obtained an ar-bitral award against Qatar from the 'International Chamber of Commerce in Paris.
