Dear Mr. Jarrett:

As chief counsel for Johnson county, you request our opinion regarding the extent of the authority conferred upon the county or district attorney to determine the sufficiency of a question sought to be brought to an election. Specifically, you ask whether the county or district attorney may determine whether a question may legally be placed on the ballot.
