Appellant Gary Whitling appeals from the April 21, 1988 order of the Court of Common Pleas of Clarion County which dismissed Appellant’s appeal from a decision of the Keystone School District Board of Directors (Board) to furlough Appellant from his position as a professional employee of the School District.
