The Pennsylvania State Police, Bureau of Liquor Control Enforcement (Bureau), appeals from the order of the Court of Common Pleas of Bucks County which reversed the order of the Pennsylvania Liquor Control Board (Board) affirming the adjudication of the Office of the Administrative Law Judge (OALJ) imposing a $1,000 fine on 139 Horseshoe Corporation, t/a York Road Tavern (Licensee), for an alleged violation of Section 493(1) of the Liquor Code, Act of April 12, 1951, P.L. 90, as amended, 47 P.S. § 4-493(1).
