MEMORANDUM OPINION

CHARLES R. RICHEY, District Judge.

In this civil action, plaintiff William F. McNutt charges the governmental defendants with unlawful discrimination against, and a failure to meet affirmative obligations toward, physically-handicapped employees of the United States Department of Housing and Urban Development (HUD), in violation of certain federal statutes, regulations, and guidelines. 1 On his own behalf, McNutt, a HUD employee, seeks declaratory and injunctive relief and back pay.
