PARKER, Circuit Judge:
In this consolidated appeal, the appellants present a common issue: whether the Texas Board of Criminal Justice’s 1993 directive eliminating the discretion of the Director of the Institutional Division of the Texas Department of Criminal Justice to restore good time credits previously forfeited for disciplinary violations constituted a violation of the Ex Post Facto Clause when applied to prisoners with forfeited good time credits at the time of the directive.
