Andrew S. is a disabled child who attends a Catholic elementary school but receives special education services from the Manchester School District pursuant to the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. § 1400 et seq. (2000 & Supp.2001) and New Hampshire’s Special Education Law, N.H.Rev. Stat. Ann. 186-C.
