This is an appeal by Insurance Company oí North America and its wholly owned subsidiary, Philadelphia Fire and Marine Insurance Company, Pennsylvania corporations authorized to engage in the business of fire insurance in this Commonwealth, from a decision and order of the commissioner of insurance. 1 G.
