LOKEN, Circuit Judge.
Petitioners are three siblings, citizens of Guatemala, who attempted to enter the United States in December 2004 and were placed in removal proceedings. Conceding removability, they applied for asylum and withholding of removal, claiming past persecution and a well-founded fear of future persecution by “criminal gangs which control most of Guatemala now” based upon petitioners’ political opinion and membership in a particular social group.
