In their three count complaint (the “Complaint”), the owners of the beneficial interest in, and the trustee under, a conventional Illinois land trust have sued the Village of Norridge (“Norridge”), the members of Norridge’s Board of Trustees (collectively the “Village Board”) and the Chairperson of Norridge’s Zoning Board of Appeals (“Board of Appeals”).
