The Natural Gas Act (NGA), 15 U.S.C. §§ 717-717w, grants FERC jurisdiction over rates charged by any “natural-gas company for or in connection with the transportation or sale of natural gas.” Id. § 717c(a). A “natural-gas company,” in turn, includes any firm “engaged in the transportation of natural gas in interstate commerce.” Id. § 717a(6).
