Both the appellate court and the majority would reverse the circuit court’s finding of neglect. Because I conclude that the finding that Arthur H., Jr., was neglected within the meaning of section 2 — 3(l)(b) of the Juvenile Court Act of 1987 (Act) (705 ILCS 405/2— 3(1) (b) (West 2000)) was not against the manifest weight of the evidence, I respectfully dissent.
