The Alabama State Board of Chiropractic Examiners ("the Board"), on December 13, 2005, filed administrative complaints against Steve Silver, Dr. Dawn Havel, and Dr. Jason Hart (collectively referred to as "the defendants"), alleging that they had violated § 34-24-166(b)(16),1 Ala. Code 1975, by advertising in a manner that violated the rules and regulations established by the Board.
