— Plaintiff, an Adams County farmer, desiring to buy some- used tubing belonging to the county, went to the county engineer, and then to the county yard in Corning where the county kept bridge steel, lumber and other highway material: “I came to see the engineer to buy some- of the old tubes along the road.
