Cureton, Justice:
This is a negligence case arising out of an automobile accident. Lucille Vaughn and Elaine McCord collided in an intersection. Both assert they had the green light. Originally, Vaughn sued McCord and McCord counterclaimed. They later amended their respective pleadings to assert negligence by the City of Anderson and/or the South Caro lina Department of Highways and Public Transportation in the design and maintenance of the traffic control devices in the intersection.
