These appeals arise out of an incident on February 16, 1997 involving plaintiff Phaly Poy 1 in an arrest, a scuffle with a Lowell, Massachusetts, police officer, defendant Boutselis, a booking at the police station, and emergency hospital treatment for a laceration. Plaintiff was charged with several offenses, including disturbing the peace and assault and battery.
