Plaintiff Bonifacio Guerrero brought this action seeking injunctive and declaratory relief for alleged constitutional violations committed by defendant George H. Ryan, Secretary of State of Illinois, regarding the suspension of plaintiff’s driver’s license pursuant to the Illinois Safety Responsibility Law (Safety Law) (Ill. Rev. Stat. 1987, ch. 95U2, par. 7 — 100 (now 625 ILCS 5/7 — 100 et seq. (West 1992))). The circuit court granted the Secretary of State’s motion for judgment on the pleadings.
