FLAUM, Circuit Judge.

On September 1, 1995, Damien Giles began receiving Supplemental Security Income (“SSI”) benefits for physical and cognitive deficiencies. In 1997, Congress passed the Personal Responsibility and Work Opportunity Reconciliation Act, which re-defined childhood disability. As a result, the Social Security Administration (“SSA”) found Damien no longer disabled under the new definition, and thus ineligible to receive disability benefits.
