Luis Caldero-Guzman (“Caldero”), a national of El Salvador, petitions for judicial review of the Board of Immigration Appeals’ (“BIA”) decision affirming an Immigration Judge’s (“IJ”) denial of his motion to reopen his deportation proceedings after an in absentia deportation order was entered against him in 1989. Caldero had hoped to reopen the proceedings so as to adjudicate his application for cancellation of removal under the Nicaraguan Adjustment and Central American Relief Act (“NACARA”), Pub.L.
