TERRY, Associate Judge:

Petitioner seeks reversal of an order of the District of Columbia Board of Funeral Directors and Embalmers (the Board) revoking his undertaker’s license. He attacks the Board’s decision on four grounds: (1) that the revocation of his license without proof of fault or intent on his part violated his right to due process, (2) that three of the regulations on which the Board relied, 5N DCRR §§ 1.1, 2.1, and 12.1, are unconstitutionally vague, (3) that the Board acted in an arbitrary and capricious manner when it found that he violated D.C.Code § 6-214 (1988 Supp.), and (4)…
