In this appeal, we consider the question whether the Virginia Residential Landlord and Tenant Act, Code §§ 55-248.2 through- 248.40 (the Act), creates a statutory cause of action allowing a tenant to recover damages for personal injuries resulting from his landlord's alleged noncompliance with duties imposed by the Act.
