This is yet another appeal invoking the antediluvian dogma of sovereign immunity.1 Our founding fathers apparently had a higher regard for property than they did for human life. This conclusion is permitted by observing that the Constitution of the United States proscribes the State’s taking of property from its citizens without due process of law.
