MEMORANDUM OPINION

EISELE, Chief Judge.

The complaint herein was filed on August 23, 1976. It challenges the constitutionality of sections 3-101(a) and 3-113(7), Ark. Stats.1974 Ann., which relate to the petition requirements and filing deadlines for establishing new “political parties” in Arkansas. The prayer in the complaint seeks a declaration that said provisions are unconstitutional.
