Petitioners Wilbert Morgan and Venezia Trucking petition for review of a November 7, 1996 order of the Workers’ Compensation Appeal Board (WCAB) reversing a decision of a Workers’ Compensation Judge (WCJ) granting Morgan’s claim petition and Vene-zia’s subrogation petition. Based upon the following, we vacate the Board’s decision and remand both matters for further proceedings before a WCJ.
