Defendants, members of the Cook County Officers Electoral Board (Board), appeal from an order of the circuit court of Cook County reversing a decision of the Board finding that defendant Earl James Powell (Powell), a candidate for election to the office of commissioner of the Dolton Park District, was not required under the Illinois Election Code (10 ILCS 5/1—1 et seq. (West 1994)) to file a "Statement of Economic Interests” (Economic Statement) in the same calendar year as his nomination papers.
