Appellants the Sierra Club and the Sierra Nevada Forest Protection Campaign (collectively, “Sierra Club”) appeal the district court’s summary judgment in favor of the United States Forest Service and Department of Agriculture (collectively, “Forest Service”), in their action alleging that the defendants violated the National Environmental Policy Act (“NEPA”), 42 U.S.C. §§ 4321^370f.
