EDWARDS, Senior Circuit Judge:
The Animal Welfare Act (“AWA” or “Act”) charges the United States Department of Agriculture (“USDA”) with administering a licensing scheme for animal exhibitors, including zoos. 7 U.S.C. § 2133 (2012). The Act directs the Secretary of Agriculture (“Secretary”) to promulgate regulations governing minimum animal housing and care standards, id. § 2143, and also to issue licenses to entities and individuals seeking to engage in exhibition activities, id. § 2133.
