This matter is before the Court on cross-motions for summary judgment. The plaintiffs, one domestic and two foreign nongovernmental organizations (“NGO’s”), challenge the lawfulness of the Agency for International Development’s (“AID”) implementation of the Policy Statement of the United States of America at the United Nations International Conference on Population in Mexico in August 1984 (“Mexico City Policy Statement”).
