This is an appeal from a decree dismisshig a bill in equity on the ground of lack of jurisdiction.

The bill was filed February 10, 1930, and alleged, in substance, the following faets: Plaintiíf is a eitizen of the state o£ Missouri and a resident of Kansas City, in that state. Defendant is a Deputy Prohibition Administrator of the United States for the district which includes! Kansas City.
