Under and by vii’tue of the fifteenth section of an act of the General Assembly, approved February 24, 1869, entitled “An act to incorporate the Cumberland & Ohio Railroad Company,” the,County Court of Washington County submitted to the qualified-voters of that county a proposition to subscribe for four hundred thousand dollars of the capital stock of said company.
